All the new desktop computers and notebooks now come with Office Starter preinstalled, but every time you format the computer or do a factory restore and need to reinstall Office starter again it can takes several minutes, sometime even hours, to install and update it using the old setup folders included by the OEM. This tools allows updating those folders (or create new, with the correct SetupConsumerC2ROLW.exe file) to the latest Office Starter build to make installs quicker and permanent (when you install the latest version you won't keep getting the messages about Office downloading new features).
